Zelensky says Ukraine peace plan may be signed in January
Zelenskyy noted that the timeline depends on the commitment of all involved parties, but said the framework for ending the conflict is approaching its final stage. “I hope that we will have a decision on all documents in January,” he said, adding that the plan aims to include Ukraine, the US, Russia, and European nations as signatories.
The proposed framework reportedly contains a US offer of legally binding security guarantees for 15 years, with Zelenskyy advocating for an extension to 50 years in a model resembling NATO’s Article 5. Discussions are also underway regarding the deployment of US troops and a specialized monitoring mission to prevent Russian provocations immediately after a ceasefire.
Zelenskyy emphasized that any decision about US forces on Ukrainian soil would be made solely by Washington and would remain under US command.
“This can be confirmed, to be honest, by the President of the United States of America. These are the troops of the United States, and that is why it is America that makes such decisions,” Zelenskyy said, according to reports. He stressed that Ukraine sees American troop presence as a key security guarantee.
Beyond security, the plan includes a major economic package called “Prosperous Ukraine,” with goals to significantly increase average wages through targeted American and European business investments. Zelenskyy highlighted Trump’s commitment to prioritize Ukraine’s reconstruction, including assistance with Patriot air defense systems. “President Trump said that he will help, and I am very grateful to him for this,” Zelenskyy said, adding that he requested an acceleration of procurement processes.
Addressing recent Russian claims of a drone strike on President Vladimir Putin’s residence, Zelenskyy dismissed them as a “typical lie” aimed at undermining progress from the Florida meetings. He stated that the talks’ success has unsettled Moscow, prompting attempts to manipulate the negotiation process.
Zelenskyy also outlined ongoing diplomatic efforts, noting that security advisers from the Coalition of the Willing will meet in Ukraine on Jan. 3 to align defense priorities, followed by leaders-level discussions planned for Jan. 6 in France. He confirmed that Kyiv remains in close contact with US counterparts and expressed gratitude to Trump’s team for continuing engagement, particularly regarding Ukraine’s need for missile and air defense support.
